Born in Lima, Perú in december 1983. Fe studied at Universidad de Lima and filmmaking in Escuela Internacional de Cine y TV de San Antonio de los Baños, Cuba (High Studies and Workshops).

In 2011, César filmed "The Cleaner" with Adrian Saba, his first feature film as cinematographer.
